The PM's office yesterday suggested to The Daily Telegraph that Ms Gillard would not give Mr Rudd the luxury of a secret ballot, in a clear sign her camp believes she has lost the numbers.

Mr Rudd has made a pitch entirely focussed on how he would take on Opposition Leader Tony Abbott. He has said it was people's pleas that he run again to prevent a Coalition government that convinced him to stand again for the Labor leadership.

Mr Rudd has demonstrated - again - one of the great mysteries of Australian politics: that he is an effective communicator to the general public even if he is not so good at dealing with his colleagues.


Australia economy is still booming as compared to Europe and America; the ruling party has pursued and achieved more domestic agenda than most of the previous administrations; there is no major domestic issue that can deeply antagonize the voters; it does not entangle in any foreign war or diplomatic dispute; the ruling party is not embroiled in any major sex or financial scandal; the leader of the opposition is the most unpopular and most disliked …… second only to the Kentucky Fried Quail.

Under any normal circumstances, the ruling party should be able to win a landslide victory in any elections. Yet they are heading to a historic landslide defeat???!!!

This is a great mystery and the only explanation is the poor public perception of the Kentucky Fried Quail leadership. Perhaps, a change in party leadership can still alter the election outcome even at such a late stage.

Workplace Relations Minister Bill Shorten (who was so crucial in elevating Ms Gillard into the prime ministership in June 2010) is about to confirm exactly where he stands in all of this.

Mr Shorten says he backs Kevin Rudd.

"The future of the Labor Party is at risk," Mr Shorten says.
Kevin Rudd is the best change the Labor Party has of winning the election, he says.
"Australians, regardless of their politics, want to see the Labor Party perform as best it can," Mr Shorten says.

Mr Shorten said he would resign his ministry if Ms Gillard won and would serve in any capacity under Mr Rudd.
Mr Shorten did not take any questions and has now left.

Shorten says he will serve whomever wins tonight's leadership ballot. His argument is essentially that Kevin Rudd represents the best prospect for Labor of avoiding an electoral wipeout.

So Shorten has come full circle.

He shifted against Kevin Rudd in 2010.

And now he's shifted against Julia Gillard in 2013.

LABOR PARTY powerbroker Bill Shorten now has to his credit the scalps of two prime ministers - both from his own party.
The former trade union boss made Julia Gillard's defeat certain when he revealed at a strategically-timed press conference he would be backing Kevin Rudd.

THE Governor-General is tonight seeking high-level advice before confirming Kevin Rudd as Prime Minister for the second time.

News Limited has learned that Quentin Bryce was waiting to meet with the Acting Solicitor-General to discuss the constitutional impact of the leadership change before agreeing to commission Mr Rudd.

It is understood Ms Gillard is scheduled to travel the short distance to Government House to resign her office at prime minister.

But Ms Bryce will examine the resignation letter before seeking legal advice. Once satisfied she is expected to invite Mr Rudd to form government.

Constitutional law expert Professor Anne Twomey said there was even a potential for Tony Abbott to be installed as Prime Minister by the Governor General if key crossbenchers don't support Kevin Rudd.

"This is an unprecedented situation and so all of this is pretty much uncharted waters," Prof Twomey, from Sydney University said.

Despite the upheaval, pundits say the late change is highly unlikely to save Labor in the polls, with any bounce in polls unlikely to last a month.
